MINUTES FROM THE ONLINE ZOOM MEETING OF BOURTON ON THE HILL PARISH COUNCIL ON TUESDAY 9
TH FEBRUARY 2021 AT 6:35PM
FOLLOWING THE COVID-19 RESTRICTION GUIDELINES.
PRESENT: CLLR ANDY VIGRASS, CLLR LIZ BOWDEN, CLLR MARK NORTON, CLLR TOM MARTIN, CLLR ANGELA HAY, CLLR ANNA STANLEY, CLLR
LOUISE DAVIS AND ALEXIA MONROE (CLERK). MEMBERS OF THE PUBLIC: 0
1 Welcome and apologies for absence: District Councillor Clive Webster has offered his apologies.
2 Declaration of Councillors interests for items on the agenda: none.
3 The minutes of the meeting of the Parish Council held on December 8th 2020 were proposed by Cllr
Vigrass and accepted unanimously.
4 Matters arising from the previous minutes:
4.1 The Campaign to Protect Rural England (CPRE) do not want the Bledisloe Cup sign returned and it will be
removed when the weather improves.
4.2 The tenancy with the Batsford Estate for the allotments has been requested and once received will be
given by the Clerk to Tom Dixon.
4.3 The Clerk to check with Tom Dixon about the offer of Gloucester County Council (GCC) to replace trees in
the parish following the removal of trees due to ash dieback.
5 Finance:
5.1 The Responsible Finance Officer gave a brief report for the last quarter of the year.
5.2 The purchase of a new defibrillator cabinet for the Old School Hall at £395 + vat (10 year warranty,
thermostatically controlled and fully insulated) and the associated electrical works was discussed. It was
decided that Cllr Norton would continue to monitor & assess the effectiveness of the battery and report
back when a new cabinet was needed.
5.3 St Lawrence PCC have requested that the annual donation towards the maintenance of the church clock
and mowing of the churchyard be increased from last year’s donation of £500 due to financial difficulties
resulting from the pandemic. Following a discussion, the councillors decided to make a donation of the
same figure of £500 this year.
5.4 Items paid by BACS: Community Heartbeat Trust new defibrillator battery £204.00; Lazenby IT £1.87
software security direct debit subscription.
6 Highways:
6.1 GCC Councillor Lynden Stowe had asked for recommendations where three locations for speed checking
equipment could be placed to see if a reduction to 20 mph is feasible. Following a discussion, the top of
the village where the traffic coming into the village is particularly fast, outside Porch House by the church
and below the turning to Fenhill Close was agreed.
6.2 The two rubber strips on the road by Bourton House would be queried with Cllr Lynden Stowe.
7 Review of the latest planning applications:
20/03789/FUL Full Application for the erection of a single storey extension to existing outbuilding at 2 School
House, Bourton On The Hill, GL56 9AH. Still to be decided.
8 Correspondence received. GCC have written to say that the 2021 census will be carried out on March 21st
.
9 Urgent matters to report: None
10 Dates for the meetings in 2021: March 30th, May 4th (Annual Meeting of the Parish Council and Annual
Parish Meeting), July 20th, September 21st, October 26th and December 7th
