Bourton on the Hill Parish Council
MINUTES FOR THE BOURTON ON THE HILL PARISH COUNCIL MEETING HELD ON MONDAY 8TH JULY 2019 AT
6:30PM IN THE OLD SCHOOL HALL, BOURTON ON THE HILL.
PRESENT: CLLRS ANDY VIGRASS (CHAIRMAN), LIZ BOWDEN, ANGELA HAY AND LOUISE DAVIS. WITH ALEXIA
MONROE (CLERK).
1. Welcome and apologies for absence were received by the chairman from Cllr Norton,
Cllr Martin and District Councillor Clive Webster.
2. Declarations of interest by councillors in items on the agenda: None.
3. The minutes of Annual Meeting of the Parish Council held on 13th May 2019 and the
finance meeting held on 6th June 2019, were proposed by Cllr Vigrass and seconded by
Cllr Davis and duly signed.
4. In accordance with Standing Orders public speaking will be limited solely to items on the
Agenda. There were no members of the public.
5. Matters Arising:
5.1 There is a delay with the defibrillator, Community Heartbeat Trust will advise on
Friday as to the shipping date.
5.2. The Rimmer family will not be contributing towards the new bench in the
Millennium Wood as they will buy a new bench for the churchyard.
5.3 The co-option of a new councillor will be decided at the next meeting.
6. County and District Councillor’s report: none.
7. Finance
7.1 Report by the Responsible Finance Officer
7.2 Expenditure items paid by BACS and in accordance with the budget:
St Lawrence’s Church £500.00 grant as an annual contribution to the church clock.
Alexia Monroe, clerk’s salary and expenses of £78.18. Mark Penfold £75.00 for mowing
the verges.
8. Highways. The ditch by the arboretum entrance has been cleared, the bollards repaired,
the drains up past the pub are painted white for repair and Harry Roberts has scheduled
the replacement of the bollard by Porch House.
9. Planning: to review recent planning applications: High Beeches 19/00987/FUL. Rear and
side extensions with associated alterations and earthworks. Awaiting decision. The Parish
Council has written to object.
St Lawrence’s Church 19/01318/FUL. Freestanding building to provide WC and store with
associated landscaping. Awaiting decision. No objection.
Springwood Cottage 19/01788/FUL Change of use from ancillary accommodation to
independent dwelling and associated works. Awaiting decision. No objection.
Dovedale Lodge 19/01807/FUL. Raise roofline, installation of dormer/bay window, roof lights and
mezzanine floor to facilitate loft conversion. Awaiting decision. No objection.
10. Annual Village Clear up. July 13th at 10am. Fliers to be distributed (Louise at Fenhill,
Angela top village, Alexia middle).
11. Correspondence review: Cotswold Friends have asked for a donation
12. Urgent matters to report: Cllr Davis will check the GDPR requirements for keeping a
village email database.
13. Dates for meetings in 2019: September 9th and December 9th
.
