Bourton on the Hill Parish Council
MINUTES OF THE BOURTON ON THE HILL PARISH COUNCIL MEETING HELD ON MONDAY 4TH MARCH 2019 AT
6:30PM IN THE OLD SCHOOL HALL, BOURTON ON THE HILL.
PRESENT: COUNCILLORS ANDY VIGRASS (CHAIRMAN), TOM MARTIN, PETER HERBERT, MARK NORTON, LOUISE
DAVIS, ANGELA HAY WITH ALEXIA MONROE (CLERK).
1. Welcome and apologies for absence were accepted from Cllr Bowden and District
Councillor Alison Coggins.
2. There were no declarations of interest in items on the agenda.
3. The minutes of meeting of 10th December 2018 were proposed by Cllr Norton and
seconded by Cllr Vigrass. The chairman signed the minutes.
4. In accordance with Standing Orders public speaking will be limited solely to items on the
Agenda. There were no members of the public present.
5. Matters Arising:
5.1 National Lottery application for the defibrillator for Fenhill Close: full funding
received, and the defibrillator will be ordered from Community Heartbeat Trust.
5.2 New bench opposite Fenhill Close: it will be ordered once a contractor will be
available to fix it.
6. County and District Councillor matters: Cllr Coggins was asked to contact CDC Building
Control about the building works at High Beeches on the Seizencote Road corner?
7. Finance:
7.1 Report by the Responsible Finance Officer
7.2 Approval of expenditure items: replacement defibrillator battery at £197.94
(cheque no.000098), annual McAfee computer protection at £49.99; Alexia Monroe,
Clerk’s salary for January to March 2019 (cheque no.00096) and expenses for the
mobile telephone £20.00 (cheque no.00097), annual rent for the allotments to Batsford
Estate at £6.00 (cheque no.000099).
8. Parish Council election on May 2nd 2019: all councillors will have to stand for election.
The Clerk distributed the nomination papers.
9. Monitoring & Maintenance of the defibrillator outside the Old School Hall: Cllr Norton
and Cllr Vigrass will be responsible. Cllr Davis will prepare a policy document for its use.
10. The Millennium Wood: the request to plant a tree by the Rimmer family. Nic Dicker will
confirm if there is space, if not then they will be asked if a contribution to a new bench
would be considered.
11. Planning: to review recent planning applications
12. Highways: Update on potholes and bollards – new bollards have been requested for
outside Porch House and along the A44 and sunken drain by the Seizencote Road turn
has been reported. The broken fingerpost on the B4479 will also be reported.

15. Dates for meetings in 2019: May 13th (Annual Meeting of the Parish Council and the
Parish), July 8th, September 9th and December 9th
