MINUTES FROM THE ONLINE ZOOM MEETING OF BOURTON ON THE HILL PARISH COUNCIL HELD ON TUESDAY MARCH 30TH AT 6:43PM FOLLOWING
THE COVID-19 RESTRICTION GUIDELINES.
PRESENT: CLLR ANDY VIGRASS, CLLR LIZ BOWDEN, CLLR MARK NORTON, CLLR TOM MARTIN, CLLR ANGELA HAY, CLLR ANNA STANLEY, CLLR
LOUISE DAVIS AND ALEXIA MONROE (CLERK). MEMBERS OF THE PUBLIC: TOM DIXON.
1 Welcome and apologies for absence: District Councillor Clive Webster has offered his apologies.
2 Declaration of Councillors interests for items on the agenda: none.
3 The minutes of the meeting of the Parish Council held on Tuesday 9th February 2021 were proposed by
Cllr Vigrass and accepted unanimously.
4 Matters arising from the previous minutes:
4.1 The new defibrillator cabinet has been installed.
5 Finance:
5.1 The Responsible Finance Officer (RFO) gave a brief report for the last quarter of the financial year.
5.2 To comply with the audit regulations on transparency and to prevent fraud, Cllr Vigrass will be given
access to online banking in conjunction with the RFO. Proposed by Cllr Bowden and seconded by Cllr
Norton.
5.3 Items paid by BACS: defibrillator cabinet for the Old School Hall at £395 + vat and electrician’s fees
£55.20, Lazenby IT £1.87 software security direct debit subscription. Clerk’s salary for January to March
and PAYE contribution.
6 Community Orchard: Report by Tom Dixon. A grant of £700 was awarded from the County Council via
Cllr Lynden Stowe for fruit trees, fencing, mowing costs and several 200 litre water storage butts. The
bulbs planted last year will be flowering through to July. The five allotment holders decided to increase
the rent to £10 per plot. The plans to cultivate the glebe land will be considered in future years, if and
when the number of volunteers increases.
7 Highways:
7.1 Cllr Vigrass reported that the drains just below the Longborough turning had been reported to Highways
as potholes for repair.
7.2 The Clerk will ask Highways to resurface Back Lane due to the very uneven surface.
7.3 The Clerk will see to the repair of the granite block verges outside Pilgrim Cottage, Merlin Cottage and
Church House.
7.4 Cllr Lynden Stowe will be asked again about the ‘Stop’ sign at the Blockley turning and to repair the
damaged signs at the junction. He will also be asked re progress on the traffic measuring at three
locations on the A44 in Bourton. These may have to wait until after the election in May.
8 Review of the latest planning applications: None
9 Correspondence received. Annual audit forms have been received. May election details have been
circulated. Election campaign email from a prospective Police and Crime Commissioner has been
circulated.
10 Urgent matters to report:
10.1 The fence at the bottom of the Millennium Wood is broken and in need of repair. Clearing the wood of
debris should be added to the village spring clean programme in early summer. The Clerk will ask Martin
Brace to repair the fence.
10.2 Cllr Bowden asked for the verges down Keytes Lane to be added to the regular mowing schedule.
11 Dates for the meetings in 2021: May 4th (Annual Meeting of the Parish Council and Annual Parish
Meeting), July 20th, September 21st, October 26th and December 7th
