Minutes from the meeting of Bourton on the Hill Parish Council held on Tuesday 28th September 2021 at
7.15pm in the Old School Hall.
Present: Cllr Andy Vigrass (chairman), Liz Bowden (vice-chairman), Cllr Mark Norton, Cllr Angela Hay, Cllr
Anna Stanley and Alexia Monroe (clerk), Tom Dixon and Kevin O’Donoghue (clerk elect).
1 Apologies for absence were accepted from Cllr Tom Martin.
2 Declaration of Councillors interests for items on the agenda: None
3 Approval of the minutes of the meeting of the Parish Council meeting held on July 20th 2021. The
minutes were proposed by Cllr Vigrass and accepted unanimously.
4 Matters arising from the previous minutes:
4.1 The new dog waste bin has been replaced opposite Fenhill Close
5 The decision to co-opt Tom Dixon to the vacant seat of parish councillor vacated by Louise Davis
was proposed by Cllr Vigrass and accepted unanimously; he then left the meeting for a prior engagement.
The clerk will forward the declaration of interests form and the acceptance form for signing.
6 Confirmation of the appointment of the new clerk, Kevin O’Donoghue. Mr O’Donoghue is
presently clerk of Willersey Parish Council and will formally take over from Alexia Monroe on October 1st
.
7 County and District Councillors’ reports: None
8.1 CDC Town and Parish Forum meeting at Moreton Area Centre, 22nd October 6-8.30pm. Cllr
Vigrass and the Clerk will be attending the meeting.
9 Finance:
9.1 Finance report by the Responsible Finance Officer: Martin Brace charged £183.00 for the
repositioning of the new dog waste bin; Glasdon charged £121.61 for the new dog waste bin.
9.2 Expenditure items paid by BACS and in accordance with the budget: The bank account stood
at £5,809.78
10 Highways: In the absence of County Cllr Lynden Stowe, there was no further information about
the traffic speed survey and the new signage at the Blockley turn, A44/A4479.
11 Planning:
11.1 21/02595/FUL Full application for a replacement garage at Church House, Rectory Lane,
GL56 9AF. Permitted. 21/02690/FUL Demolish existing attached garage, erection of two-storey side and
single-storey front extensions at Sandpiper Bourton-On-The-Hill, GL56 9AE. Permitted.
11.2 Cllr Hay reported that there had been a small article in the Cotswold Journal from
September 23rd which had said that Nathan Clarke Builders at High Beeches had applied to the Traffic
Commissioners Office to have a Goods Vehicle Licence with a deadline of October 14th for any objections
to be lodged. It was agreed that Cllr Vigrass would contact District Cllr Clive Webster and Mr Player at the
adjacent property. The new clerk will contact CDC Planning Department to investigate the application.
11.3 Cllr Bowden reported on the application by Troopers Lodge Garage for a shelter for the
vintage buses. It was agreed to support this application and for the clerk to register this on the CDC
website.
12 Correspondence received: none
13 Urgent matters to report:
13.1 The offer of two oak trees to celebrate the platinum Jubilee of Her Majesty the Queen by
Gloucester County Council, Cllr Vigrass will talk to Mr Quintus of Bourton House to discuss a possible
suitable location.
13.2 The renovations to the noticeboards at Fenhill Close and opposite Quarry Garage will be
discussed at the next meeting and the possibility of a village board with a map with local
attractions/features.
13.3 Cllr Vigrass will add an addition to the website to include old photographs of houses and
the village. An article asking for vintage material will be written for the next edition of The Bourton Bugle.
13.4 There is a loose slat on a bench in the Millennium Wood. The Clerk will put some hazard
tape around it and contact Martin Brace to repair it.
